The Council of Insurance Ministers of the Member States of CIMA met on 27 March 2019 in Niamey (Republic of Niger), under the chairmanship of Mr. Lucas ABAGA NCHAMA, Minister of Finance, Economy and Planning of the Republic of Equatorial Guinea, President of the Council of Ministers.

After approving the minutes of their previous meeting held in Paris (French Republic) on 05 October 2018, the Ministers took note of the state of execution of the decisions of their previous meetings.

They also took note of the minutes of the meeting of the Committee of Experts held from 18 to 25 March 2019 in Niamey.

To this end, the Ministers took note of the report on the implementation of the budgets of CIMA and IIA for the 2018 financial year. After hearing the Auditors, they approved the administrative account and gave discharge to the Secretary General of CIMA and the Director General of IIA for their management.

The Council of Ministers approved the reports of the Secretary General of CIMA on the activities of the General Secretariat of CIMA and those of the Regional Commission for Insurance Control (CRCA) for the year 2018.

Having taken note of the state of implementation of Regulation No. 007 / CIMA / PCMA / CE / 2016 of 8 April 2016 amending and supplementing the provisions of Articles 329-3 and 330-2 of the Code of Insurance relating to the minimum capital stock of anonymous insurance companies and the establishment fund of mutual insurance companies, the Ministers reiterated their desire to see the reform succeed.

They also reaffirmed the need for the establishment and operationalization of the motor vehicle guarantee funds in all Member States by 1st January 2020 at the latest.

After reviewing the reports submitted on the repayment of the CIMA private loan and on the construction of the IIA headquarters, they gave a mandate to their President for the due diligence to be carried out with a view to the successful completion of these files.

Ministers also took note of the progress of the CIMA / AFD project.

Finally, they proceeded to the nomination of certain personalities within the bodies of the CIMA.

At the end of their deliberations, the Ministers expressed their gratitude to the Nigerian authorities for all the facilities made available to their respective delegations on the occasion of this meeting.
