FINAL PRESS RELEASE

Lomé (Togolese Republic), July 10, 2025

The Ministers responsible for the insurance sector of the CIMA member states met on July 10, 2025 in Lomé (Togolese Republic), under the chairmanship of Mr. Alousséni SANOU, Minister of Economy and Finance of the Republic of Mali, President of the Council of Ministers.

After approving the minutes of their previous meeting held by videoconference on 17 December 2024, the Ministers took note of the status of implementation of the resulting decisions.

They also examined and adopted the minutes of the meeting of the Committee of Experts, held from 19 to 31 May 2025 in Dakar (Republic of Senegal).

The Council of Ministers, after the reports on the implementation of the budgets of CIMA and IIA, for the financial year 2024, approved the administrative accounts of the two institutions and gave discharge to the Secretary General of CIMA and the Director General of IIA for their management.

The Council approved the reports of the Secretary General of CIMA on the activities of the General Secretariat and those of the Regional Insurance Control Commission (CRCA) for the 2024 financial year.

The Council approved certain amendments to the CIMA Staff Regulations relating to the care of adopted children.

It also approved the Regulations amending and supplementing certain provisions of the Insurance Code. These are, on the one hand, the Regulation amending Regulation No. 0001/CIMA/PCMA/PCE/SG/2021 defining the procedures applicable by insurance organizations in CIMA member states in the context of the fight against money laundering and the financing of terrorism and the proliferation of weapons of mass destruction and, on the other hand, the Regulation amending and supplementing the insurance contract regimes, in particular in its article 74 relating to the payment deadlines for reduction and surrender values – advances and benefits.

At the end of their work, the Ministers expressed their gratitude to the Senegalese authorities for all the facilities made available to the Experts during the holding of their meeting.

They also addressed a vote of thanks to the President of the Council of Togo, to the high authorities of the Togolese Republic, to the Togolese people and to the Governor of the Central Bank of West African States (BCEAO) for all the facilities implemented for the success of their meeting.
