FINAL PRESS RELEASE OF THE COUNCIL OF MINISTERS IN CHARGE OF THE INSURANCE SECTOR
MEMBER STATES OF THE INTER-AFRICAN CONFERENCE OF INSURANCE MARKETS (CIMA)

The Ministers in charge of the insurance sector of the CIMA Member States met in Libreville (Gabon Republic) on December 20, 2022, under the chairmanship of Mr. Hervé NDOBA, Minister of Finance and Budget of the Central African Republic, President of the Council of Ministers.

After approving the minutes of their meeting held by videoconference on July 29, 2022, the Ministers took note of the status of implementation of the decisions of their previous meetings.

They took note of and approved the minutes of the meeting of the Committee of Experts held on December 5 to 15, 2022 in Libreville (Gabon Republic).

To this end, the Council of Ministers took note of the activity report of the Secretary General of CIMA as of September 30, 2022, as well as that relating to the activities of the Regional Insurance Control Commission (CRCA) for the same period.

The Ministers also approved the action program of the Secretary General of CIMA for the 2023 financial year.

They approved the budgets of CIMA and the International Insurance Institute (IIA) of Yaoundé In revenue and expenditure respectively at the sum of 4,324,326,524 FCFA, increasing by 7.61% compared to the 2022 financial year and the sum of 1,693,122,338 FCFA, an increase of 3.85% compared to the fiscal year 2022.

After analyzing the grounds for the appeal lodged by the firm “Company of accounting and consulting expertise” (SECC) of Côte d’Ivoire for the annulment of decision No. 012/D/CIMA/CRCA/PDT/2022 taken by the Commission Régionale de Contrôle des Assurances (CRCA), prohibiting the SECC cabinet from carrying out any statutory audit mandate for insurance and reinsurance companies in the CIMA zone for two (02) years, the Ministers decided to bring this one (1) year ban.

The Ministers approved the appointment of personalities to the organs of the Conference.

The Ministers addressed their congratulations to the President of the Council, Mr. Hervé NDOBA, outgoing President, for the quality of the services rendered and the results achieved during his mandate. They extend the same congratulations to the Minister of Finance and Budget in charge of insurance of the Republic of Senegal who takes over the presidency of their Board.

At the end of their work, the Ministers expressed their gratitude to the Authorities of the Gabonese Republic for all the facilities made available to their respective delegations during the meeting of the Committee of Experts and the Council of Ministers.
