Expressions of Interest

The General Secretariat of CIMA (Interafrican Conference of Insurance Markets) – hereinafter the “client” – has received funding from the French Development Agency (AFD), and intends to use part of the amount thereof to make payments under the CIMA Support Project (CZZ 2198 01H).

The purpose of the Service of the Successful Candidate will be:

• The provision and implementation of an integrated, scalable and proven web solution, which has already been successfully deployed within other supervisory and regulatory institutions in the energy sector. insurance.

The solution must offer easy customization and allow the customer to have a real-time view of the insurance market situation, while serving as an early warning system.

It is imperative that applicants propose a ready-to-use solution, expressions of interest that do not meet this requirement will be automatically disqualified.

The CIMA General Secretariat invites Candidates to express their interest in providing the Services described above.

This Call for Expressions of Interest (AMI) is aimed at IT companies providing turnkey software.

The eligibility criteria for AFD financing are specified in Article 1.3 of the “Guidelines for the Award of Contracts Financed by AFD in Foreign States”, available online on the AFD website : https://www.afd.fr.

This notice of expression of interest is available online on the websites https://www.cima-afrique.org and https://www.afd.dgmarket.com.

Applicants may only submit one application in their own name or as part of a Consortium. If a Candidate (including a member of a Consortium) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.

If the Candidate is formed as a Consortium, the Expression of Interest must include:

  • a copy of the Grouping agreement entered into by all of its members,
  • Or

  • a letter of intent to form a Consortium, signed by all its members and accompanied by a copy of the proposed Consortium agreement.

In the absence of this document, the other members will be considered as Subcontractors.

References and qualifications of Subcontractors are not taken into account in the evaluation of applications.

Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent services for the supply and implementation of the solution described above, in particular over the last five years.

The similar nature of these services provided will be analyzed according to:

  • Functional experience and market size: having already performed a similar service for an amount of at least €400,000, having deployed the solution on different scales (number of users, volume of data, functional experience);
  • The nature of the Services: installation and deployment of the proposed solution, customization of the solution, support and maintenance of the solution, updating and scalability, training and transfer of skills, data migration, recovery of history ;
  • Domain and technical expertise: solution oriented regulation and supervision of the insurance sector, BI (Business Intelligence), workflow, BPM (Business Process Management), system architecture and integration with the proposed solution of other applications , computer security and information security, software development and customization, WEB technology, data processing and analysis;
  • Geographical context: in the Africa zone in general and in the CIMA zone in particular (Benin, Burkina, Cameroon, Central African Republic, Congo, Côte d’Ivoire, Gabon, Equatorial Guinea, Guinea Bissau, Mali, Niger, Senegal, Chad and Togo). The current language is French.

The main objective of implementing this solution is to meet CIMA’s essential needs in terms of reliability, performance and intensive use.

The main features of the solution include:

  • Electronic report submission with standardized templates and data validation checks to improve efficiency and data accuracy.
  • Robust data processing and storage capabilities, including data transformation, centralized storage, and version control with audit trails.
  • Advanced data analysis and visualization tools to support analytical tasks, customizable dashboards and report generation in various formats.
  • Compatibility with rule-based and risk-based supervisory methodologies, providing tools to define, monitor, ensure compliance and assess risk profiles.
  • Strong security and compliance measures to ensure data privacy, system security, and compliance with ever-changing regulatory requirements.

The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria :

  • Qualifications, certifications and professional experience of the members of the candidate’s technical team with regard to the areas of expertise to be implemented;
  • Quality assurance procedures and candidate certifications: for example ISO 9001 (standard for quality systems), ISO 27001 (Information security management), ISO 9126 (Software-Engineering – product quality, or other certificates).

Interested candidates must provide proof of awards and/or recognition (award, rating, ranking) received from the industry. They should also provide testimonials or user reviews of their solution, from similar projects completed within the last five years. These testimonials or reviews should include information about customer satisfaction, the quality and performance of the solution, and the effectiveness of the support and maintenance provided. Applicants are encouraged to include references to such testimonials or reviews, as well as relevant excerpts or links to articles or publications, as appropriate.

The General Secretariat of CIMA will draw up a shortlist of a maximum of six (6) Candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the performance of the required Services.
